Database Specialist

The Massachusetts Health Policy Commission (HPC) seeks an exceptional contract part-time employee  to support the HPC’s Research and Cost Trends (RCT) Team’s data management and analytic processes.  The Database Specialist is responsible for the planning and implementation of database infrastructure to support the current and future research and analytic needs of RCT.  The Database Specialist will report to the Director for Research and Cost Trends. 

Duties of this position may include, at minimum:

  • Assessing RCT’s current data management and analytic practices;
  • Designing appropriate and cost-effective database schema and infrastructure, including recommended hardware and software for current and future HPC analytic needs;
  • Coordinating as required with HPC and Commonwealth IT agencies staff to implement the database infrastructure;
  • Migrating existing data into the new database;
  • Structuring and documenting new database infrastructure appropriately (e.g. with indexes, materialized views, stored procedures);
  • Ensuring the new database infrastructure complies with all applicable data privacy and security requirements;
  • Integrating database management software with existing statistical packages (e.g. Stata, SAS, R);
  • Training and on-going support for HPC staff on the use of the new database infrastructure.

The contract period for this position is July 5, 2017 to June 30, 2018, with an option to renew depending on ongoing agency needs. The contractor will be expected to work at the HPC’s offices (50 Milk Street, Boston, MA) on a flexible schedule as dictated by the project needs, estimated to be an average of 7.5 hours per week. The contractor will be paid hourly for work completed.

About the HPC

The HPC is an independent state agency that develops policy to reduce health care cost growth and improve the quality of patient care. The HPC has five core responsibilities: (1) monitoring the performance of the health care system, (2) analyzing the impact of health care market transactions on cost, quality, and access, (3) setting the health care cost growth benchmark, (4) investing in community health care delivery system transformation, and (5) certifying patient-medical homes (PCMHs) and accountable care organizations (ACOs). The HPC's 11-member Board provides oversight to the activities of the agency. 

Desired Qualifications:

  • Advanced Degree in Computer Science, Information Systems Management, or related field;
  • At least 5  years of experience with design and implementation of databases and database management;
  • Previous experience working with Center for Health Information Analysis data sets (e.g. All-Payer Claims Database and Case Mix) preferred;
  • Excellent oral, written, and interpersonal skills and the ability to work in groups.

Compensation is commensurate with experience. The HPC may adjust title and responsibilities depending on the experience, education, and expertise of the individual selected.
