The Massachusetts Health Policy Commission (HPC) seeks an exceptional and motivated Program Assistant to support both the Office of Patient Protection (OPP) and the Office of the General Counsel (OGC) This is a terrific opportunity for a detail-oriented individual with strong communication skills to assist with the operations and administration of these two departments.  Reporting to the Director of the Office of Patient Protection, the Program Assistant will support OPP’s consumer services and operations. The Program Assistant will also assist with the OGC’s contracting, procurement, and other administrative functions. Candidates for this position should be comfortable communicating over the phone and by email, possess strong critical thinking and organizational skills, and be self-motivated. A strong candidate will have an understanding of or interest in the Massachusetts health care landscape.

Duties of this position may include, at minimum:

  • Manage quality control and analyses of internal data from OPP’s custom database
  • Assist OPP staff in processing external review requests and open enrollment waiver requests by writing and sending correspondence, following-up with consumers over the phone, entering data into the database, and filing cases accordingly
  • Synthesize and analyze data reported by regulated entities, such as health insurance companies and accountable care organizations
  • Support the production of the OPP Annual Report and other publications, as needed
  • Monitor the OPP hotline and email inbox to assist consumers
  • Perform research as needed by the OPP Director
  • Support HPC attorneys with the preparation and tracking of contract, procurement, and other legal correspondence and documents
  • Research, update, and track OGC template documents, including contract and procurement documents, training materials, and policies and procedures
  • Supporting the OGC’s administrative functions through filing, correspondence, and other organizational needs

Desired Qualifications:

  • Bachelor’s or Associate’s degree and at least one (1) year of relevant full-time or equivalent part-time, professional experience
  • Excellent speaking and writing skills, including the ability to communicate with consumers over the phone
  • The ability to explain complicated concepts to individuals with a wide range of educational backgrounds
  • Self-motivation and the ability to work as part of a team
  • Excellent organizational and time management skills and an ability to be flexible in reprioritizing assigned tasks
  • Strong attention to detail, judgement, critical thinking, and problem-solving skills
  • Advanced Microsoft Office skills, including Word, Excel, Access and PowerPoint
  • Familiarity with OnBase or similar database systems
  • A strong interest in public service and working to advance affordable, high-quality, equitable health care for all Massachusetts residents

Experience working in a public department or agency will be strongly considered. Salary is commensurate with experience. The HPC may adjust title and responsibilities depending on the experience, education, and expertise of the individual selected. The HPC requires pre-employment reference checks and background screenings.

The HPC requires all employees to be fully vaccinated against COVID-19, as detailed in the HPC’s COVD-19 Vaccination Policy. Individuals may request an exemption from the vaccine requirement for medical or religious reasons.

The primary location for this position is in Boston, Massachusetts. The HPC currently operates in a hybrid format with flexible scheduling options and employees working both remotely and in-person.  While this interview process will be conducted virtually, some in-person time is expected for onboarding and ongoing employment.
