The Massachusetts Health Policy Commission (HPC) has identified a significant opportunity to increase value in the health care system through multi-sector collaboration, innovation, and action, and through the spread of best practices. The HPC seeks an experienced Project Manager to capitalize on this opportunity and advance the HPC’s role as a strategic convener of public and private stakeholders.

The successful candidate will support the HPC’s work to develop and implement a data-driven approach to partnering with a wide range of organizations, including employers and business groups, health care providers, health insurance plans, consumers, and the state’s innovation community. The HPC’s goal is to align efforts and activities that target specific areas of unnecessary health care utilization, in furtherance of the HPC’s mission to drive improvements in health care quality and affordability.

The Project Manager will report directly to the Deputy Executive Director/Chief of Staff, the Project Sponsor, and the Deputy Chief of Staff.

Duties of this position may include, at minimum:

  • Create and maintain a master project plan and project documentation in line with best practices
  • Develop project-related activities and oversee project requirements, including managing staff or interns, upward management, and selection and oversight of consultants, when needed
  • Ensure that project deliverables are completed on time, within scope and within budget
  • Track progress through scheduling meetings, taking minutes, and driving actions related to the project plan
  • Flag and mediate risks and provide status updates to the Deputy Executive Director/Chief of Staff
  • Participate in working groups of staff and/or external stakeholders
  • Prepare effective advocacy materials including background papers, issue briefs, talking points, and correspondence, as needed
  • Design and implement public awareness and engagement efforts
  • Identify and prepare applications for private grant funding opportunities
  • Identify and analyze reports, peer-reviewed studies, statistics, and other materials on relevant topics; prepare reports detailing findings, recommendations, or conclusions

The Massachusetts Health Policy Commission (HPC), established in 2012, is an independent state agency charged with monitoring health care spending growth in Massachusetts and providing data-driven policy recommendations regarding health care delivery and payment system reform. Key activities include setting the health care cost growth benchmark; monitoring provider and payer performance relative to the health care cost growth benchmark; creating standards for care delivery systems that are accountable to better meet patients’ medical, behavioral, and social needs; analyzing the impact of health care market transactions on cost, quality, and access; and investing in community health care delivery and innovations. The HPC's 11-member Board provides oversight to the activities of the agency. 


Required Qualifications:

  • Bachelor’s degree and three (3) years of relevant full-time, or equivalent part-time, professional experience that has equipped the applicant with the particular competencies, knowledge, skills, and abilities to succeed in the duties of the position.
  • Experience in managing projects or project teams, and demonstrated ability to meet project milestones and deadlines for complex, long-term initiatives.
  • Excellent organizational and time management skills, and ability to be flexible in prioritizing tasks.
  • Excellent speaking and writing skills, including an ability to organize information and concepts clearly, concisely, and logically to tailor communication for various audiences.
  • Ability to take initiative and work independently, as well as to function as an effective member of a small team.
  • Ability to learn new information quickly.
  • Strong attention to detail, judgment, critical thinking, and problem solving skills.
  • Familiarity with the Massachusetts health care system and current health care policy issues.
  • Knowledge of federal and state policymaking processes.
  • An individual of unquestioned ethics and professionalism, with an interest in public service.
  • Proficiency in Microsoft Office including Word, Excel, Access, and PowerPoint.

Experience working in a public department or agency will be strongly considered. Salary is commensurate with experience. The HPC may adjust title and responsibilities depending on the experience, education, and expertise of the individual selected.
