The Massachusetts Health Policy Commission (HPC) seeks a Manager to support a new Behavioral Health Workforce Center (BHWC) within the HPC, an independent state agency on the forefront of health care policy and cost containment in Massachusetts. This is an exciting opportunity to join a new team that will analyze and monitor the behavioral health workforce in Massachusetts, as mandated by the Massachusetts Legislature and in partnership with the Executive Office of Health and Human Services (EOHHS). Reporting to the Director of the Behavioral Health Workforce Center, the Manager will primarily support the BHWC’s research, dissemination, stakeholder engagement, and policy development.
Mission of the Behavioral Health Workforce Center
The Behavioral Health Workforce Center (BHWC) will conduct research, consult with subject-matter experts, and engage with community and system-level stakeholders to make data-informed policy recommendations to strengthen the behavioral health workforce in Massachusetts, including efforts to improve education and training pipelines, increase diversity and cultural competency, enhance opportunities for professional growth, and retain behavioral health providers throughout the care delivery system. The main functions of the Workforce Center will be to: (1) serve as the Commonwealth’s primary data hub on the behavioral health workforce by identifying gaps and challenges across communities and provider types; (2) monitor trends, particularly related to disparities in workforce representation and demand for services; and (3) use data to craft recommended policy solutions for identified gaps and challenge areas.
Role and Responsibilities
The Manager will support the BHWC by managing projects across teams, conducting literature reviews and other qualitative research, drafting policy memos and presentations, developing and maintaining workplans and databases, overseeing procurements, and facilitating stakeholder engagement activities. The successful candidate will have relevant experience, subject matter expertise, and a passion for learning about behavioral health care delivery, payment, policy, and systems in Massachusetts.

$90,000-$120,000 annually
Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.

Duties of this position may include, but are not limited to:
- Conducting landscape assessments and evaluations to understand the breadth of behavioral health provider types, settings, experiences, training, licensure/credentialing, professional development, funding, and other aspects of behavioral health care delivery in the Commonwealth.
- Providing subject matter expertise in behavioral health care delivery and recent policy reforms, particularly for issues related to the behavioral health workforce in Massachusetts (including licensure and regulation, government and private sector workforce initiatives and innovations).
- Drafting data-informed reports, memos, white papers, and issue briefs, with the intent of informing actionable policy recommendations.
- Supporting the advisory committee and any sub-committees that emerge in support of the BHWC.
- Communicating project outcomes orally and in writing to a variety of audiences.
- Working closely with other staff within the BHWC and across the agency to set priorities for deliverables, especially the research team.
- Contribute to the development of the behavioral health research and policy agenda with a focus on special populations and historically underserved communities.

Applicants should have at least five years of full-time or equivalent part-time, professional, educational, or professional internship experience in a relevant field.

- Prior full-time or part-time professional or professional internship experience in behavioral health policy, research, consultation, or technical assistance.
- Experience translating research into practice and policy recommendations.
- Experience working with a variety of stakeholders, including but not limited to state agencies, providers, policy makers, and community members.
- Proficiency using the Microsoft Office suite, including PowerPoint, Excel, Outlook, and related programs.
- Excellent analytic and communication skills, including the ability to interpret and distill complex information into succinct, meaningful reports, and to tailor communication for various audiences.
- Exceptional critical thinking and problem-solving skills and the ability to approach all tasks through a health equity lens.
- The ability to be flexible and adapt to shifting priorities, requests, and deadlines.
- Excellent organizational skills and keen attention to detail.
